The “Initiative for Climate and Environmental Protection” (IKU) is a budget title of the German Federal Ministry for Economic Cooperation and Development (BMZ) that originally served to finance commitments via a former corresponding title in the special fund “Energy and Climate Fund” (EKF). From 2011 to 2013, the BMZ committed projects and programs for climate protection and adaptation to climate change in developing and emerging countries via this EKF title.
Objectives
Two types of measures are financed under IKU:
- Financing of GIZ and KfW projects committed under the EKF, where not yet completed, and
- project applications from non-governmental executing agencies in which new and innovative approaches to climate change mitigation, adaptation, and the integration of mitigation and adaptation into development goals and planning of the recipient countries are promoted. The funds are disbursed via Engagement global.
Funding
The scope of the budget title is determined each year by the German Parliament (Bundestag). In the BMZ budget (Section23), budget funds amounting to 85.4 million euros were spent via the IKU in 2019. For 2022 54 millione euros have been budgeted and in 2023 it is supposed to increase to 60 million euros (as of November 2022).
