The EU ETS Directive suggests that member states should use at least 50% of the EU ETS auctioning revenues for international or national climate change mitigation or adaptation action. The paper describes whether in seven member states (DE, PL, FR, FI, RO, CZ, HU) a so called “earmarking” of revenues for such purposes is taking place and if so, for which thematic areas (international, national, sector) the revenues are being used.
