This is the 2019 update of the 10th brief from the series of 12 introductory briefings that look at various aspects of climate change financing, outlines the principles and criteria the should serve as a normative guidance for a coherent framework by which the different new funding mechanisms to tackle climate change can be assessed and compared. This brief outlines key principles and actions that should make climate financing instruments more gender-responsive and that ensure that gender perspectives are integrated in those instruments.

The Green Climate Fund (GCF) was created to serve as one of the primary funding institutions of the international climate finance architecture under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. The Governing Instrument of the GCF recognises the importance of stakeholder input and participation.

This toolkit aims to provide civil society actors and their organisations, as well as any other stakeholders interested in the GCF, with relevant information, deeper knowledge, and guidance on how to get involved with the fund. By providing an overview of the GCF and possibilities for CSO engagement, the publication introduces the key structures and policies of the fund and the functioning of project and programme, from their inception and development to their implementation and monitoring. An emphasis on the practicality und concrete usefulness of the toolkit is illustrated through a number of case study examples as well as useful tools, which illustrate civil society roles and provide hands-on approaches on their meaningful engagement with the GCF.

The toolkit is published by Germanwatch with support from CARE, PACJA (Kenya), Enda Energie (Senegal), CISONECC (Malawi), AESVT (Morocco), and Kasa Initiative (Ghana) under the project “CSO readiness for the GCF – focus Africa”.

The Africa Renewable Energy Initiative (AREI) aims to transform the African power sector by harnessing the continent’s huge, but yet largely untapped, renewable energy potential. Civil society organisations (CSOs) are an essential part of this process, as they can take on various roles to benefit the initiative.

The paper – published by Germanwatch together with ACSEA, Brot für die Welt und Power Shift Africa – describes civil society engagement with AREI, outlines an independent monitoring framework for AREI and presents experiences of other civil society monitoring efforts of international initiatives.

The Green Climate Fund (GCF) recognizes the importance of stakeholder input and participation in the design, development and implementation of its financed strategies and activities to reduce CO₂ emissions and support developing countries that are vulnerable to the effects of climate change. Despite some existing challenges, these stakeholders, including private sector actors, civil society organizations (CSOs), vulnerable groups, women and indigenous peoples, can engage in the GCF at various levels.

The factsheet aims to support broader civil society engagement in the critical early implementation phase of the GCF. It is published under the project “CSOs readiness to the GCF – focus Africa” jointly implemented by Germanwatch and CARE International with support from a consortium of African networks and civil society organizations.
